HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the ten-year planned investment in housing to $22 billion—the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Situated within the Office of Finance & Administration, the Division of Budget manages the agency’s $1+ billion operating budget, which is comprised of nearly 25 funding streams from city, state, federal, and other categorical sources. The division’s staff advise and support HPD’s program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost savings initiatives, financial analysis, and program development.
As Data Manager, you will make the division’s data more organized, accessible, and understandable, and will deliver the data in a useful and compelling way to technical and non-technical audiences. You will stand up new policies and procedures for managing the division’s data infrastructure, solicit recommendations for improvements to existing systems, and build out additional functionality to enhance reporting and decision-making.
Under supervision of the Director of Operations, with wide latitude for the exercise of independent judgment, you will be responsible for supporting the Division of Budget with the planning, management, and analysis of critical data on HPD’s financial operations. The ideal candidate should have prior experience prioritizing and responding to requests from senior leadership; scoping projects and seeing them through delivery; and presenting results verbally and in writing.
As the division’s Data Manager, you will:
Serve as the division’s data expert and lead collaborations with internal and external partners to align data collection and reporting with monitoring and policy needs.
Manage, clean, analyze, and visualize data; present results in a clear and compelling way; and provide recommendations to improve agency policies, programs, and operations.
Maintain rigorous documentation of data and tools; identify data issues and propose solutions; and provide support in developing techniques and protocols for quality data collection to ensure accuracy.
Build and maintain tools to make data and information readily accessible to technical and non-technical stakeholders, and assist with training staff on data and reporting procedures and best practices.
Minimum Qualification Requirements
For Assignment Level I (only physical, biological, and environmental sciences and public health):
A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental, or social science, and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental, or social science, and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
Preferred Skills
Experience creating, maintaining, querying, analyzing, and visualizing large administrative datasets using tools such as Python, R, OBIEE, Power BI, Tableau, or similar.
Experience with ETL scripts, version control, and documentation, including conducting data landscape analyses, identifying and documenting data sources, joining and integrating datasets, completing data and analysis quality assessment reviews, and reconciling data questions.
Ability to independently manage complex projects; to receive direction and anticipate next steps; and to break down complex issues and processes into smaller, more manageable pieces.
Strong written, verbal, and presentation skills; ability to present information clearly to people with varying levels of technical knowledge and comfort using technology.
Strong ability to work creatively, thoughtfully, and productively with people from different backgrounds in a solution- oriented, collaborative environment.
Experience with Microsoft Office 365 (Word, Excel, Access, Project, PowerPoint, and SharePoint).
